One could assume Kūkaku was busy working on something important; there was a nice cloud of smoke hanging around the ceiling that spoke of productivity, but there was an odd silence to everything. Nothing exploding. Nothing going boom. Nothing being decimated into itty bitty pieces.

Or maybe Kūkaku was working on nothing at all, and just liked to get people worried that it was just the calm before the storm.
