Then I'd make some token effort towards building a 30' long section that would look good for a carefully-staged photo op.
Then I'd get my buddy Erik to send over a few of his Blackwater XE Services Academi guys - if they can lay off the steroids and underage prostitutes for a minute, allegedly - wearing sombreros and ponchos and shit and blow up the wall.
Then I - sorry, my children - would claim a huge insurance payout.
Then I'd issue an executive order to reimburse my - sorry, my children's - company for the full contract value, because Not Donald J Trump Honest Guv Construction LLC can't be allowed to suffer for the actions of the perfidious Mexicans.
Then I'd invade Mexico.
Then I'd remove voting rights from anyone who was Latino, or looked or sounded like they might be Latino. Oh, and anyone who understands Latin, just to drive the liberal elites crazy.
If I could keep the war going long enough, I'd suspend all elections and just appoint people as senators or whatever.
If I couldn't, I'd make Carlos Slim the Presidente in return for another few billion dollars and a promise that whenever he gave a speech he had to refer to 'Donald Trump, one of the few men in the world even better at deals than I am. And so rich. And such big hands, like shovels they are.'
