Call me evil or a bastard, go warn PETA, or whatever. But if I get through my lease on this apartment without killing my neighbor's dog, it'll be a testament to my will power. You should complain to the neighbour about the noise, or at least the landlord. There's no excuse not to train your dog when to bark and when not to bark.
