PLOT

Lolo has been getting rid of Tamarisks for years because they use too much water. The government pays him to do so, a bounty with proof. However, a big drought has stayed for a long time, and areas are being shut down as unsustainable. California supplies the water for a lot of desert states, and has been cutting those off to survive, and fencing themselves in.

An old friend of Lolo's is in the National Guard and Lolo thinks he will be arrested for his small-time water poaching. Not so, though, as his friend tells him that they are shutting down the Tamarisk program, and his water access, but giving them a small cash payment in advance to help a little.
