P.I. class

I have a report due in P.I. class in just a couple weeks, 'cept I'm a bit stuck. We have to 'start-up' a mock P.I. agency. I & another girl who is also minoring in SLS decided to form a partnership geared towards investigations for deaf people. My part of the report is the marketing aspect. My plan includes setting up a website of the agency, except I don't know any reputable/inexpensive web sites in which to purchase a domain name. Also, rather than attempt to create & design the site myself. (since I'll be busy 'helping start up the agency') it would certainly be easier to 'hire' someone to do it, but I don't know how much money to allocate for the expense.

Help?
