1 - the recommendation that  cost of getting a universtiy education is about to go up massively again
2 - the impact of becoming backcrupt is becoming significantly smaller -you can declare it at little more the 30K and after 3-5 years it's pretty much gone from your record, the stigma is massively reduced these days and there's very little that bancrupcy precludes you from doing if it happened more than a decade ago.
3 - it's been several years since graduates would be in a position to buy a house with their first 5 years wages anyway

then actually anyone going to university in future should spend as freely as they like then declare themself bancrupt as soon as they get their first job out of university to clear their debts...
I suspect I'm a bit behind the curve working this out, presumeably that's the thinking behind this latest development if it's enacted
