HAHAHA, totally

Invent some system whereby there are punishments for going over 155 litres per day...

1-5L over = brick through car window
6-10L over = spear through lounge room window
11-20L = saucepan over the head
21-30L = amputation of a finger

and so on :p

Again, simplicity is the key to a good solution.

Rather than a complex stepped scale of obscure deterrents which may or may not be applicable to people for all sorts of reasons a much simpler scale could be used far more effectively and with far less scope for confusion.

Something along the lines this:

Don't do anything stupid: No reprisals.
Do something stupid: Beaten to death.
