Getting too busy to make amends...
If you asked him, the Doctor would say that he does not sulk. Absolutely not, under any circumstances. He grew out of that a couple centuries ago, at least, and anyway, it's undignified.
However, no one asked him. And the way he's sitting in the common room, curled up in a chair near the fireplace with his shoulders hunched in a way that suggests that he absolutely does not want to be talked to... Well, if it's not sulking, it's something so similar as to be indistinguishable.
He hasn't moved for some time, just staring absently into the fire, chin resting on fisted hands resting on one knee, letting his thoughts chase themselves around in his head, none of them getting very far. He's not used to having problems he can't sort out immediately, and he's not very good at coping when he does run into them.
