Gwen hasn't been out of the basement since she got here. Having just realized this, she's decided to remedy this - and since she's pretty sure Tosh hasn't left the hotel since certain disasters, she asked Tosh along. So the Torchwood girls are currently in the coffee shop, Tosh with coffee and her laptop, Gwen with hot chocolate, because Chicago doesn't know the meaning of spring and it is cold and windy and about to rain outside. But at least they're not in the hotel basement, which is the main thing here.
Outside, on the pier, ignoring the cold and wind and thankfully oblivious to the presence of certain members of Torchwood nearby, John Hart is wandering. Except that he's not always immediately identifiable as John Hart. The clothes are the same, but the features... He's discovered a certain ability since coming through the Rift. So he's... playing with shifting what he looks like. Combining features of peoples he sees, or trying to mirror the features of people he knows as closely as possible (Jack is a favorite, which is a little creepy when you think about it).
If he can't fix his wrist device to get out of this damn century, this is at least a very amusing development.
