Appearance:
a huge douche Alfred is a very classically handsome man, if a feminine one. Not unlike a peacock, he seems to take pride in his appearance and takes proper care of himself, the only blemishes visible at first glance being the tired bags under his eyes from his presumed psychopathic episodes (which possibly included severe insomnia).
His build is a very feminine one, his face round, his waist thin, and his chest narrow. That isn't to say he's completely without muscle, of course. As he was so obsessed with militaristic operations and ran a prison and military training facility, he's surprisingly fit. His musculature, build, and strength is less of a strong, weight-lifting type, and much more of a dancer or runner's structure. Slim, lean, small, with fairly powerful legs. With the stairs in his mansion, you'd almost have to have strong legs any way.
He keeps himself meticulous, his blond hair slicked back and out of the way and the rest of him neatly tucked into some fine uniform or suit.

•Enters World's End, has everything explained to him -> Reunites with his sister. Is told that he died before coming there by multiple people.

Personality: Alfred is dangerously egotistical and loyal, so much so that he is willing to do anything for his family name and his beloved sister. This devotion, coupled with his psychosis, can be a very deadly thing. The second he believes someone is threatening him or his honour, he will make it his goal to see to it that they are dead, or at least silenced.
A complete sadist and very militant, he ran a prison/training facility and ruled over it as a dictator. Anyone who committed a crime against Umbrella (or even messed up one too many times under his service) would be tossed into the prison and used as test subjects.
How mad he really is came to light when he was young. The discovery of his birth and the loss of his sister pushed him into a dark spiral, inferiority complexes grew stronger, delusions began to appear, and hallucinations came to fill the hole in his heart and soothe the loneliness. His broken mind created a second personality, one that mirrored how he perceived his sister. He had no control over it, whenever she talked to him he went into a sort of fugu state. As far as he knew, she was there with him.
After World's End, he's changed slightly. While he's still the same sadistic, cruel, militaristic dictator he always was, it seems to have been subdued to a point where he can pass as "normal, but not entirely stable" to people who have not had extended contact with him. His reunion with his sister seemed to mellow him out a lot, and being broken by the hardships within World's End did the rest of the work. Even if it's just to maintain appearances, he's learned to control himself under fire more elegantly. He doesn't take insult to his family or honour with as much vitriol as he had before.
For all intents and purposes, near the end of his stay he was able to live as a fairly functional member of the society.
He'd even gone as far as to make something close to friendships there, something he'd never had in his life. Not outside Alexia. The first relationship he had forged was with Elle, which seemed to arise suddenly between them using each other. After one of the Dark Tower dreams, he begrudgingly admitted that she wasn't too different from him, in some way. In that, he saw her as something as a pseudo-equal. Someone who, while a filthy commoner, could paradoxically understand some of his own personal strife.
His second "friend"ship arose in a very unexpected place. Alex Shepherd had been the boyfriend of Alfred's mortal enemy for a while when the mindmeld event occurred. Again, a mutual understanding was forged when the two realised that their situations, while different, were relatable. They were never openly curt to each other, instead seeming to take great pleasure in sniping back and forth, but in private they often managed to talk calmly and agreeably.
The third 'friend' was a plucky teenage Pokemon trainer named Dawn. At first, he was content to watch her fail and even nearly die. Their first encounter was him watching her cling to a tree branch for dear life as a pack of wolves planned on having her for dinner. His reaction was to laugh and watch the show. Of course, the naive innocent took Alfred's intentions the completely wrong way and decided he wasn't such a bad guy. Through sheer air-headed persistence, Dawn cemented herself as a facet of Alfred's life. He was at the point where, while the city didn't trust or even like him, he was able to walk the streets without being jailed (barely) and he didn't want to give that up. Murdering a teenage girl would most likely drastically change that, so he quietly permitted her existence. There's even a deep, dark, tiny little hidden part of Alfred that even envies how long Dawn retained her childhood, something he never got to experience in full.
His fourth acquaintance was a young girl named Willow. At the point they'd met, Alfred had calmed down considerably and wasn't quite the fiery, rage-filled man he had been when he arrived. Their relationship didn't come about as a result of mutual suffering, but unending curiosity and politeness on Willow's part. He was willing and able to endure the onslaught of interest and eventually begrudgingly accepted Willow's existence in his life.
Powers/Abilities: T-Veronica Tyrant; Able to transform if it's absolutely necessary. Has electrical manipulation similar to his sister's fire manipulation. Higher body temperature than normal.
Limitations: If he tries to transform, he's going to black out. He'll be on cruise control until he's killed or subdued for long enough to regress. On top of that, he'll be unbearably exhausted for a good week+ afterwards, unable to do so much as sit up for at least a day.
If he over-does himself with the electric manipulation (anything over 5,000 volts in one burst) he'll react very much like transformer that's been hit by lightning; There'll be a loud discharge of electricity immediately around him and he'll be out of commission for a good, long while. In effect, it'd be as if he tased himself really hard.
Writing Samples
Log/Third Person Sample: Alfred frowned as he examined his current situation. It was as if he was experiencing a horrid deja vu, like the gods were playing a wicked trick on him as they were wont to do. With a heavy sigh, he took a few steps forward down the street. Odd. No one from World's End seemed present, yet the city was bustling with life. He recalled the 'hop' to Manhattan, something that was a similar experience. Ah, that was what the deja vu was. The big cityscape, the crowds of people who acted as if you didn't exist. It made sense now. Still, something felt different. The noble patted himself down, calm at first before panicking.
The communicator. The communicator! It was nowhere to be found. He couldn't have lost it, he always kept it on him. Anxious, he stumbled to a more private area and began digging through his pockets. The only thing he could hear, above even the traffic and the passing conversations, was his heart racing. He was lost in some foreign city without his communicator. There was no way to find anyone, no contact with any of the people who could possibly have any idea what was going on. No way to contact Alexia.
His heart leapt. Alexia. If he was lost here, where was she? Where could she possibly be? He choked back a gasp and began searching more desperately, turning his pockets inside-out one by one before-THUNK! With little regard to anything else, Alfred practically dove to the ground and scooped the device up. He could relax now. He'd panicked for nothing. It was there all along.
Panting softly, the blond shuffled toward a street light as he tried to get his heart out of his throat. Everything would be fine now. He had his communicator, and... And...
His eyes widened as it dawned on him. This wasn't his communicator, and he wasn't in World's End any more.
Journal Entry/First Person Sample: [There's the sound of beeping as Alfred awkwardly tries to figure out how the Blackberry works. Faintly, grumbling can be heard in the background, going on about "useless" it is and how "pointless" the entire situation is. Eventually he grows confident that he's got it set up the way he wants and clears his throat. His tone is calm, but has an underlying sense of urgency]
What is this? Is this the god's work again? I can't believe...
[He pauses and sighs heavily]
No, no. It can't be... Well... It certainly could be, but this isn't their sort of game. This is something else entirely.
Not that it matters. All that matters is that I'm not in World's End any more, and I've been separated from Alexia.
Now, if anyone can hear me, I demand to know where I am this instant, as well as what's going on.
... And more importantly, where is my sister?
