i got full face and eye makeup done. i think the "rule" was either you paid something like $15 or bought one of the products they used on you (i bought false eyelashes, they put them on)
i've had my makeup done at both mac counters in dept. stores and freestanding stores several times for special events. depending on where you go, there's usually a 4-5 product purchase or a $50-$60 minimum purchase (which works out about the same, really, if you buy some of the cheaper items

The MAC counter by me asks that you spend $50 on product at the time of your makeover. I went in to get my makeup done for my birthday and ended up spending $125. I'm kind of a sucker, haha.
if you're just wanting to get your foundation done, a lot of the girls at the MAC counter i worked across would put the foundation on you... it's not a necessary purchase you'd have to make, but it's something that's kindof expected... although your reasons may vary. are you just wanting foundation on for an event? are you wanting them to put it on for you so you can see how it looks/feels and then go back for it? if you're honest and the girls at your counter are nice and you go when it's not busy, they might do your foundation for free anyway. given, i knew these girls and worked across from them 5 days a week but they were all so sweet and would be really nice to customers too so it doesn't hurt to ask... novel length, sorry!

i think the people at the nordstrom counter are much friendlier and better at doing makeup than the people at my free-standing store.
