i've had my makeup done at both mac counters in dept. stores and freestanding stores several times for special events. depending on where you go, there's usually a 4-5 product purchase or a $50-$60 minimum purchase (which works out about the same, really, if you buy some of the cheaper items).
tipping policies may vary from store to store. i tried to tip the make up artist the first time i got my makeup done and she told me that they weren't supposed to accept money from customers while they're on the clock. she said that management really frowns upon it because it'd be like you're getting paid twice and that customers feel like they don't have to buy products from the store/counter if they pay the artist directly. but a really nice thing you can do if you're happy with the services provided would be to fill out a comment card for your mua or speak to their manager and praise them.
are you saying you wouldn't want to have your eyes done? personally, i think it's a bit silly to go and have your whole face made up except for your eyes (i'm terrible with eyeshadow and would rather have someone apply it for me), but to each their own. :)
