I use a dab of concealer all around my eyes as a base, and also to hide any discolorations/dark circles. I usually apply my eyeshadow first, then swipe a bit of eyeliner on top of it. When I'm totally finished I grab a brush and dust translucent face powder over everything to ensure it stays put all day.

I put on shadow first, then liner. That way the liner doesn't get dulled by the powder of the shadow.

For something that stays long/all day use some Urban Decay Primer Potion underneath it all.

i'm really picky on getting the perfect line and cleaning up with wet q-tips so i do the eyeliner first; sometimes the eyeshadow kinda covers the eyeliner so i'll have to carefully touch-up the eyeliner
