Apple announced a beta of Safari 3 for Mac OS X, Windows XP and Vista. It requires a reboot, but I was able to use it enough at work to determine that the WebKit nighty builds take the Safari 3 application and just continue to run.

Anyone have knowledge of a Windows-based Jabber client that will do webcam video? I know Trillian Pro is out there, but I'm hoping I can avoid asking my folks to shell out $25.

For Mac OS X, it's the classic English butler. This OS is designed to make the times you have to interact with it as quick and efficient as possible. It expects that things will work correctly, and therefore sees no reason to bother you with correct operation confirmations.
