Ianto knows Jack so well and is happy to indulge him. He's also cunning enough to supply rock, rather than biscuits, which will last and keep Jack working longer

That's exactly Ianto's thinking. A stick of rock will take Jack some time to get through. Hopefully by the time he finishes it he'll have done most of his paperwork.
