In an alternate universe where Bruce Banner never managed to escape from the military, the Hulk has been used as a weapon/test subject for years.
In order to gain a modicum of control over the Hulk, he was fitted with a harness that gives intensely painful electric shocks on command. It also automatically shocks him if he tries to tear it off, and it gives shocks at regularly timed intervals to prevent him from turning back to Banner.
One day, the Hulk successfully smashes whoever holds the remote control for his harness and escapes. The automatic shocks of the harness still keep going, so now the military has unwittingly unleashed an uncontrollable rampaging Hulk who cannot calm down.
The World Security Council rules that the military has failed in containing the Hulk and transfers his ownership (and the responsibility of stopping him) to SHIELD. SHIELD sends the Avengers to neutralize the Hulk.
The Hulk has the mentality of an injured, abused, deeply traumatized animal, and acts accordingly (running away from everyone, snapping at anyone who comes close). The Avengers have no hope of defeating him.
Until Tony, who knows a thing or two about being tortured, takes off his armor and slowly approaches him, speaking with a non-threatening voice, promising that he's not going to hurt Hulk, and he's going to make the pain stop.
It's a torturously slow process (the harness' automated shocks keep snapping the Hulk out of it whenever it looks like he's calming down). But after several hours, Tony finally gets close enough to take the harness off.
The Hulk, who has never been treated with kindness during his whole life, immediately decides that Tony is The Best Thing In The Universe.
But he and Bruce are still traumatized, the Hulk doesn't trust anyone besides Tony, Bruce has never had the chance to learn control over the Hulk and has a tendency to Hulk out whenever he sees anything that looks even remotely like military.
Tony embarks on a crusade to prove to SHIELD that the Hulk and Bruce can be rehabilitated.
TL;DR: The Hulk is an abused, scared animal. Tony wins him over with kindness.
