When do prisoners have rights?

My bubba could get that stupid sickness Meningitis because some stuid prisoner doesn't "feel like" taking the test to see if he has it. And because he won't test they can't be positive he has it which means they can't give Lewis or his partner medicine to prevent them from getting it. Why does he have the right to say no? I mean, wouldn't you like to know if you had a sickness that could take one of your limbs or even worse make it to your brain and kill you? I think with sicknesses and diseases like that, you shouldn't have right to say no. Especially when other people are involved. Lewis could get it and bring it home and give it to me. His partner could get it and bring it home to her 11 year old son. And even worse they could pass it to their other employees and so on. It just makes me so angry. The doctor doesn't even care and the stupid prisoner has the right to possibly ruin a lot of people's lives. Grrrr! Like i said above, when and why do prisoners have the right to not do something cause they don't "feel like it"? Just plain out stupid. All the doctor needs to do is give them one pill. ONE PILL! That makes sure they are safe cause they were around him. But nooooo. As Lewis said the doctor said, "If he dies then we'll know he had it." Oh what a beautiful plan. Wait till the law breaking criminal dies then we can save the life saving crew. Genius! I'm just hoping the guy doesn't have it or if he did lewis and his partner can either get the pill SOON or the germs just pass right by them. :crossing fingers and praying:
