Gibbs was continuously badgering the suspect, to the point of going jet-skiing with him. He finally got him to confess as they landed. Conveniently, DiNozzo (who was undercover as a UPS delivery driver) and Agent Todd (who was just there) arrived at the beach just in time to take him into custody.
