Free Army amends ... In the circumstances, more frequent in Syria and beyond discussion of various plans for the formation of the transition of power in the country, all of which are active and relief poured today Arab pages on social networks, their word on this issue finally decided to tell the Free Syrian Army (FSA). The statement of the Joint Committee FSA (internal armed opposition) of 30 July 2012 (Homs) set out the overall vision of the FSA core objectives, goals transition in Syria after the overthrow of Assad and his regime and outlines the organizational structure provides temporary authorities and their responsibilities to the during this period. In addition to the provisions of a general nature, in general, congruent with the outcome documents of the Syrian opposition congress in Cairo in early July 2012 (which is boycotted by many opposition troops inside Syria and coordinating committees of the Revolution), attracted the attention of a number of fundamentally important, in our opinion, the following provisions. Thus, in particular emphasizes that;
First, the above mentioned statement talks about the overthrow of Assad and complete dismantling Assad regime as "not reformed." However, this does not mean to undermine the Syrian state, which serves as the basis for the creation of new institutions of power and building a new democratic state based on the principles of citizenship and pluralism in the interests of all the Syrians and the goals for the sake of the Syrian revolution.
Second, the Syrian revolution has is a purely national “business”, and from this point of view of the new transitional government in the face of the interim government is first and foremost, "patriotic" government that serves a nationwide business. In this context, emphasizes the fact that the draft FSA is a response to various external forces attempt to impose revolutionary Syria with its plans to transition. Also states that any power, wherever it was formed not "see the light", if not fully meet the objectives of the Syrian revolution. We must assume that those who shed blood in defense of the revolution did not allow it.
Thirdly, the new Syrian authorities undertake compliance in the interim period, all obligations and agreements (national, regional, international), previously concluded Syrian government. Interestingly, in this regard, the FSA appeals to Israel (this is the only foreign country mentioned in the draft ), which she asks him not to try to "play" this fact to the international community. Well, compared to regime army Israel, in terms of the FSA, a worthy opponent, and therefore no less a worthy partner for negotiations.
Fourthly, one of the main tasks of the transitional period is a fundamental restructuring of the entire old political system and government institutions with the widest participation in this creative process of all revolutionary forces in the interest of building a democratic state based on the principles of citizenship, equality and pluralism. In this regard, stresses that the FSA is on the same platform with all the other units of the Syrian revolution, operating both inside and outside the country. Therefore, the proposed project aims to help overcome the "confusion and hesitation" in the ranks of the Syrian opposition. From this perspective, the project is not unique "road map" and the program of the FSA, which has yet to work out together all the revolutionary forces in the interests of the people and the revolution.
Fifthly, on the basis of the above-mentioned, the FSA (presumably armed forces and other Syrian opposition) replaces the old military organization. The new revolutionary army guarantees the territorial integrity and security of the country's sovereignty; ensure peaceful transition preserves internal stability and civil peace in the transition to the new civilian democratic government. After the transition period (timeframe not specified), if he will be in the right direction, leaving the army to the barracks and did not interfere in politics. At the same time the army is the guardian of national security, the independence of Syria, in carrying out its basic responsibilities to protect the country and its people. Specifically states that this project is the fruit of many-week FSA consultation with various representatives of the different units’ Syrian opposition and submitted for public discussion of all the revolutionary forces.
Proposals for FSA organizational structure of the transitional government, voiced by the Air Force, Colonel Saad Qassem ad-Din representative of the Joint Command of the Military Council of the city of Homs, reduced, in fact, to the fact that the transitional government in Syria is concentrated in the hands of the three main structures. This is - the Supreme Defense Council (SDC), the Supreme Council of National Defense of the Revolution and the National Commission for local government.
The SDC structure is composed of all leaders of the military councils of cities and provinces, as well as senior military officials who defected Assad’s army or who contributed to the victory of the revolution.
The main SDC objective is the formation of President's Council of 6 people (military and civilian), which administers the state for the transition period. He makes the necessary laws for the referendum and is engaged in restructuring of the former security forces and the army to "patriotic" basis with the involvement of the military service civilians in arms defending the revolution.
Supreme National Council acts as a functional parliament, exercising control over the work of the executive branch. His work is attended by representatives of all (military and civilian) forces of the revolution, who are working together on the formation of new institutions of the state. The National Council makes the following commissions and committees. Local government representatives of the revolutionary forces on the ground, which settled in a peaceful life in the liberated areas. Commission for Refugees and immigrants, social protection of families affected by the struggle with the regime of national reconciliation, reconstruction and construction, information, social justice and human rights, economics, organization of elections. Also created a special committee of "national agenda" for the organization and holding of the congress with the participation of all "religious, political, cultural, ideological, revolutionary layers" of Syrian society to define the foundations of the new Syrian government and the development of the main provisions of the new constitution and development plans. Also, committee drafting a new constitution.
The composition of a transitional government made up of 8 deputy prime ministers and 31 ministers. This is a vice-premier, on security issues who appointed by the new revolutionary military organization. And also, the vice-premier for Economy, Citizenship, Social Affairs, rehabilitation and reconstruction, for political parties, culture, and religion. The Ministers of Interior, Defence, Chief of Staff of the Presidium of the Government appointed a new revolutionary military organization The latter, however, is a civilian. In the Presidium of the Government operates a group of advisers from the most experienced and qualified personnel from all sectors of Syrian society.
