Writing Sample Length Limits-How stringent?

Have any previously successful applicants found that programs either did/didn't care about slight deviations from the number of pages?  If my writing sample ends up totaling to a couple more pages than the requirement, will this be construed as irresponsible/obnoxious by the programs I am applying to?  (for instance, if I submit, say a 15 page sample to the program with a 12 page limit?)

In my case, I'm currently editing a seminar length paper (26 pages) to the various requirements of English PhD programs (12 pages, 20 pages, 25 pages).  I don't mind doing it, and I don't want to seem like I don't take their requirements seriously; I just can't help but wonder, how serious/stringent do they take their own stipulations?
