Ask if you can submit a writing sample and choose one. I think sending several papers would be a bit excessive. You should also put the upcoming publication on your CV under an "In Progress" or "Forthcoming Publications" headline.
All of the schools allow for "additional documents," but I'm afraid this might be going a bit too far
HOLD THE PHONE! They've said outright that you can include additional documents and you're worried that including a resume might be going too far? What madness is this??!?!
Seriously, you can bet that other applicants are going to be including a resume or CV. Going too far is sending them a hand-carved canoe or a threat to upload compromising videos on Youtube. Including a resume and a writing sample is not going too far since they're the sort of standard application materials you'd expect to see.
Seriously (again), ask the contact for admissions. You'll feel more comfortable that way. Since they've left the door open for additional materials, I doubt they'll say no.
