Potential advisors?

I have a question about advisors.

I'm applying to three schools for a publishing degree, and my number one choice is Portland State University.  I've had some contact with the head of the department who responded to several questions I had, but that is about the extent of my contact.  Would it be prudent to reestablish contact with him or someone else in the department and how do I open up communication?

I spoke to one of my professors about this and she said that it isn't always helpful or necessary, but others have said differently, so I figured I'd shoot the question out on here.
