Help!!!

I'm applying to an M.A. in England I majored in Art History and completed an M.A. in Oriental Studies. My question is 1. Should I tell when applying that I have a previous MA? and also I've come in contact with a professor who agreed to tutor me I send a project proposal to him and he said he was very interested on my research the thing is... in the online application only PhD candidates are asked to send a proposal, 2.should I send mine even though I'm applying to an M.A. (I intend to continue on to the PhD if accepted)?
