Really, though, there would have to be a lot more equivocating, i.e.:

After a close examination of your reasoning for rejecting my PhD application, I am sorry to say that I cannot accept your rejection at this time. My application received a particularly high number of potential rejections this year, and spots are limited.

However, I am pleased to offer you the opportunity to reject my MA application. While this opportunity is unfunded, you can benefit from working with some of the top rejection scholars in the field, gaining valuable experience in rejecting MA applications. Schools who have rejected my MA applications have gone on to such opportunities as leading the nation in their fields, employing Nobel Laureates, and founding successful journals.

Don't forget to mention how much time and effort they put into your rejection.

While I understand that much time and effort has been utilized to craft this rejection, I am sorry to reply that your rejection is still unacceptable. This is in no way an indication of the school's inability to adequately reject applicants. Unfortunately, this year there were just too many qualified rejections and so yours could not be accepted.
