Residents of Richmond have to shelter in place as the nearby oil refinery burns - the first fire there since 1999, in one of the largest and oldest refineries on the West Coast. Apparently there's smoke coming out of the crude oil unit, and the shelter-in-place and evacuations are precautionary.
