google summer of code thoughts?

I saw on /. today that they announced the list of participating orgs for summer of code 2008. sadly, irssi is not one of them :( However, I did read this:

Sure, it's a bit bitter at the rejection of that person's project, but after looking at the list, can't help but wonder why some of them are on there. Some of those are (comparatively) huge and hire their own staff - arguably they do have the resources and the users to attract new contributors without the help of summer of code. Others are tiny and obviously an unpaid labor of love on the part of all the contributors.

Wonder if there is a list of all who applied. It's google's money, but how is throwing it at bigger orgs necessarily helpful? Or is it just cause it's that much easier to go with proven orgs who've done this whole thing before who have lots of resources at their disposal to mentor a couple dozen students vs. helping out a smaller project? Or is it the idea that bigger org == bigger impact == better use of money?

Blargh. whatever.
