Out of 103 comes a girl who moves - well, like she's not used to being as heavy as she is, even if that's not the heaviest in the world.
She's also someone used to people around her being variably disabled or different, so there's no reason to blink twice at a blind girl, except to say, idly:
Toph's first instincts are to say no, but then she remembers the advice of a nice old man on a mountain who said that it was okay to need help sometimes.
"Could you tell me where the empty rooms on this floor are?" she asks. "I think I got turned around somewhere."
"On this floor I think you're outta luck," Mel says. She leans against the wall casually, thinking, before suddenly saying, "oh no, hang on," and striding further down, past the kid, towards the upper numbers.
Pausing outside 111, she knocks sharply at the door, listening hard for movements, then trying the door, which rattles but sticks.
"Nope," she says brightly. "But I can't hear anything inside, and the door's jammed shut. Never seen anyone come in or out of it, either. Hang on..."
She steps back once, then drops an elbow against the lock, smashing it in and causing the door to swing inwards on what's definitely an empty apartment.
"Hope you're not too big on privacy. This thing won't lock now.
Are you kidding? After twelve years of being kept hidden and secret and alone, a door that won't lock isn't something Toph's going to worry about.
"It's okay. Just as long as people announce themselves before coming in," she says.
Toph walks into the apartment and looks around; the sub-floor and carpet dull the vibrations and bit, but she's still able to get an idea of what the place looks like. "This is nice."
She turns around and faces Mel's general direction. "Thanks."
"You and Zuko, huh?" She checks her tongue and doesn't call him a moron (even though he is one); for some reason he had no idea what Toph was talking about last night when she mentioned their last encounter. "Anyone else I should know about?"
"Oh you're from his world?" she warms up noticeably there.
"Yeah, there's a brother and sister from the water tribe: they're with the Avatar, Zuko's uncle..." she pauses, and her brightness disipates. "...and his sister."
"Yeah; I was actually traveling with Aang, Sokka and Katara for a little while before I ended up here," she tells Mel. "But I think something weird happened...Zuko didn't know who I was at all when I talked to him earlier." She may seem familiar to Mel now, if Zuko has mentioned any crazy blind girls saying that his uncle was dead.
Toph notices the change in mood immediately. "Can she bend really hot fire? Almost like lightening bolts?" Since she can't see colors, Toph notices heat instead. And Azula's firebolts are extremely hot.

Mel smirks and leans against the doorframe as she watches the blind girl get herself acquainted with it.
She moves confidentally enough. Mel's not the type to step in unless help is needed.
"I'm Mel."

Instead she says, "Uh, that depends. What are you after?"
