If you happen to be on the first floor, you might see a young blind girl walking the hallway, feeling her way along the walls.
With the vibrations from the earth so limited in this building (although less so on the first floor than the second), Toph knows she's got to rely on her other senses more than usual to help her get around. So she's mentally mapping out the hallway, commiting the layout and any indentifiers to memory.
Don't ask how she got from the second floor to the first. We'll just say that stairs are a bitch.
And if she can find a vacant room down here to crash in, so much the better.
