I used to believe that the Blair regime here in the UK was unrealistic and downright wrongheaded when peddling its goal of shunting 50% of school-leavers into the university system, but they couldn't hold a candle to the super-scary Lumina Foundation in Indianapolis. Their target? Increasing the proportion of American adults with a college degree to 60% by 2025:
