When you get down to it, Devit is a teenager through and through, and as such, he encompasses all of the worst stereotypes of a selfish, teenage boy. He's rambunctious, full of himself, and angry at the world, and when he's hurt or upset, he takes his frustration out on whoever happens to be around at the time. He's malevolent, mean-spirited, and has no qualms about endangering other people for the sake of a bit of fun, and he wouldn't think twice about hurting or possibly killing someone because they pissed him off. Ninety-nine percent of the things he does, good or bad, are for selfish reasons. He projects his own issues on others, finding faults in them that he sees in himself, and tries to exploit them. When others recognize his faults, however, it hits a nerve, and his anger becomes something to be feared.
His emotions aren't entirely negative, though. Fun is definitely one of his top priorities, especially fun at the expense of others, and he isn't above playing psychological games with people just to get his kicks.
From what I can tell, he's also disturbingly chauvinistic. It's hard to deny that fact when calls Lenalee things like 'princess', uses her as bait to piss off Allen, and makes threats of rape in an attempt to subdue her. He also has a thing against 'monsters' (people who are abnormal or grotesquely different in some way--like him), though I'm more inclined to believe harping on the issue is his way of making himself feel better. It's never explicitly stated but strongly suggested that Devit's issues with monsters stem from the way he was treated by humans in the past.
Speaking of humans, he's not very fond of them, either, feeling that he--as a Noah--is far superior.
Of course, some things have changed since Jasdero's disappearance. Because he's powerless without his twin, Devit's not as confrontational as he once was and is more open to having a conversation, rather than antagonizing someone right off the bat. There are exceptions, of course; when he's really worked up, he'll forget himself for a while and verbally attack his target, often going so far as to threaten them with death and dismemberment.
He's slowly, slowly beginning to come to terms with the fact that having friends is pretty cool, although he still has a knee-jerk reaction that tells him to run away before people can reject him. In a sense, Shito has become his safety net in place of Jasdero. As long as Devit has Shito, it's all right if nobody wants to have anything to do with him. (Only it's not really, but self-deception is something he's still very good at.) It would probably take something like Shito making him go out to meet new people before he'd ever voluntarily leave the zombie's side.
He's also completely and utterly unsure of himself. Granted, the way I play him, he always has been, but now that he's in a situation where any move at all could mean death, he's lost. The Noah inside him naturally wants him to return to the Earl, but the human part of him wants to stay with Shito forever, resulting in very conflicted and frustrated feelings.
As a Noah, Devit is relatively strong, despite his small stature and slight build. He can sustain a lot of damage before being killed, and may, in fact, not be able to be killed by anything other than Innocence. (As an example, another Noah had to literally be cut in half by an Exorcist's Innocence before he finally died.)
This is not to say he can't be hurt, though. He reacts to damage like any normal person would.
If Animus ever got a Jasdero, the two of them would be able to materialize whatever they imagine, allowing them to create virtually anything, as long as they're thinking of it at the same time. Their weapons of choice are twin revolvers, which have no power themselves but serve as outlets to generate their creations. They can also merge into one being, which they call Jasdevi, the "strongest imagined body", and kick a lot of ass with their super strength, super speed, and prehensile hair. (Yeah, you read that right.)
