I like this idea! It seems like it would be a good way to provide people with more things to do, and it's something I personally would enjoy taking part in. It's also a pretty unique system. I don't think any other RP has a system specifically in place for providing conflicts, at least in this manner and with this much control granted to the players.

This sounds so great, oh my god. I don't know what villain I'd app, if any, but this makes me want to app one.

Only one question: what if someone does want to play a villain as normal? Would they be allowed to app them like a regular character even if the character is in an antagonistic role in canon?

You can app them as a regular character just fine! The above guidelines are essentially for a Villain role within the game, not a blanket statement for all villainous characters.

SO IF THERE'S A VILLAIN they would be able to get into the city and cause some mayhem there too, right? And they wouldn't have like, a huge sign flashing over their heads saying "HI I'M A VILLAIN", so they could screw with people like that, right?

This sounds like an awesome idea, as someone who enjoys RPing the asshole, bad guys even if I'm saying this in Iri's account--- BUT YES! Villains everywhere!!
