Mornings and wireless connectivity

I have had wireless DSL in my building since I moved into the old Apt. many years ago - and I have offered it to all of my neighbors. My Airport (circa 2000 graphite model - the first airport they made) is now dead. It's demise makes me realize I may not get another - and I may cancel the DSL at my house.
I pay over 70 bucks month for the phone and DSL. I don't have cable - don't need it or want it - I don't watch TV a lot - so cable modem is out. If I want high speed, I need to get a new airport.
But the idea of getting a new airport, so that my neighbors can use it 24/7, and I can use it for the few times I am working at home makes no sense. Carol and I don't need it that much. It is a write off for the home office, but still - is it worth it?
Options:
1) I could cancel the home phone - get a utility line for the DSL, which would save about $25 a month.
2) I could cancel the DSL and get dial-up 9welcome to the 1990's) and be frustrated.

My next door neighbor has been using it for the last five years. Without paying me. Ever. He has offered to help me towards the purchase of a new airport - but I think I need to say no. Or I need to make it clear that in order for me to continue with the DSl - I have to split the monthly cost with him. He is a graphic designer, and his girlfiend is a student. They both have laptops using the wireless.
Option 3) Tell the neighbor to pay 50% of the monthlry and 100% of a new airport.

I am leaning towards option three....
