I might be jumping the gun on this, but it looks like I might not get a magazine after all.
after all the budget meetings, it's turned out that the budget allocation committee was not prepared to fund a magazine proposal, in addition to a few other things.
Not really sure what my options are after this point, but we'll see what happens.
