Here is the communiqué from the Ukrainian Embassy on this issue:
As some of you might have noted, on January 1, 2023, a rally was held in front of the White House with demands to "unleash" the Lend-Lease for Ukraine. Facebook group Ukrainian Diaspora in USA (screenshot attached) actively promoted the rally.
Interestingly, the rally was attended by russian economist and former advisor to president putin Andrei Illarionov, who, in recent days gave numerous interviews, criticizing the Biden Administration for the lack of support of Ukraine and alleged red tape and bureaucratic impediment to the implementation of The Ukraine Democracy Defense Lend-Lease Act of 2022.
We would like to underscore that Lend-Lease does not mean the provision of additional types of weapons and/or their bigger quantity. It is simply a different form of payment for weapons provided by the U.S. to Ukraine. Ambassador Oksana Markarova has given numerous interviews, explaining the position of the Ukrainian government on Lend-Lease, which is summarized here:

We kindly request all Ukrainian diaspora organizations to undertand and support the position of the Ukrainian government, as manipulative attempts to involve Ukrainian diaspora representatives into futile debates on Lend-lease may potentially damage the U.S.-Ukraine relations. Коммюнике, да. Но они его рассылали предусмотрительно по электронной почте, кажется? Или по другим не открытым, не официальным каналам? То есть не через средства массовой информации.
Получается, что либо в Офисе президента Украины не контролируют госпожу Маркарову и она проводит самостоятельную политику в США от имени Украины, которая идёт вразрез с национальными интересам. Либо национальные интересы на Банковой не совпадают с мнением и интересами украинских граждан.
Еще раз внимательно перечитала это коммюнике... Вы видели, что они пишут в последнем абзаце? Что "бесполезные дебаты о ленд-лизе могут нанести ущерб американо-украинским отношениям". Не победе в войне они могут нанести ущерб, а американо-украинским отношениям, читай: отношениям Маркаровой с БА.
Спасибо, Татьяна, что заострили внимание читателей на этом моменте, потому что ущерб Украине от отсутствия действия Закона о Л.Л. не сравним по масштабам и значимости с ущербом американо-украинским отношениям. Так что можно пренебречь предостережениями г-жи Маркаровой и продолжать требовать от Администрации Байдена исполнения подписанного им Закона.

Снова дихотомия?
Получается, что либо в Офисе президента Украины не контролируют госпожу Маркарову и она проводит самостоятельную политику в США от имени Украины, которая идёт вразрез с национальными интересам. Либо национальные интересы на Банковой не совпадают с мнением и интересами украинских граждан.
