ETA: I just met the guy who played the Mayor on Buffy. Here at Starbucks (everything happens at Starbucks, doesn't it?) I told him he did a wonderful job, very playful. He smiled broadly and was quite sweet and attributed it all to Joss's writing and directing: "He kept telling me just to throw it away, throw it away. Don't make it too 'You must pay the rent, you must pay the rent!'" :) I told him that when Xander asked in a later season whether or not anyone missed the Mayor, we all actually did. He laughed.
