Shino does, in fact, have a phone. You might not know to look at him, because he rarely takes the LG Black Label out. He's slightly less grudging to dig the phone out to answer text messages, although. Whether or not he likes it, he has the capacity to receive:
TEXT, PIC TXT, CALL, and VOICE MAIL
During the work day, he'll only accept business and emergency phone calls. After 5pm, he usually accepts personal call and answers text messages.
Voice Mail Message: "You've reached the voice mailbox of Aburame Shino. Please leave a message at the sound of the tone."
Calls: Usually on vibrate; if not, the standard beep series
Texts: Usually on vibrate; if not, a faster series of beeps
