It's not that he enjoys watching other people die, it's just that he simply doesn't care. These other people aren't known to him, and while maybe, if he'd been some bystander on his way through town, he'd have intervened - that's not his purpose. His purpose is to watch and learn and make certain that when he does act that it's failsafe.
His sandals clack softly on the ground as he walks past the mutilated body, barely paying it any mind. He's sure now. The silver-haired young man is only a little ways away, and Urahara wonders if Kadaj will run, or if he'll stay to play.
