I'm not sure how I feel about this. As a dog owner, nothing annoys me (or my brother) more than when you have your dog securely leashed and some other dipshit comes outside with his dog and it immediately runs up to you and confronts your dog (you never know whether it is to play or to fight until it is too late).
still, It isn't the dog's fault that the owner is irresponsible, and the dog shouldn't have to die for it. but I guess now people will quit being so damned irresponsible out of fear.
See you CAN scare people into obedience. We should try it in the middle east....only I don't think they eat sausage.
