I find it odd when I come across localisations which seem to have been abandoned half-finished. LJ's, for instance; even with major languages, there's still plenty of English mixed in.
Meh.
The problem with this is that LJ's localisation is a moving target.
The German team used to pride itself on always being in the high-90%s, but LiveJournal kept changing the text from underneath them and the team found it impossible to keep up.
What you saw is probably that one button uses an "old" translation string (which has been translated into Spanish) and that the other button (gratuitously?) uses a different translation string (which has not been translated).
Also, you may or may know that, like most of the technical support on LJ, translation is carried out by volunteers.
Sometimes they're more active, sometimes less, sometimes more people volunteer and sometimes translators just disappear. (Perhaps when they realise how Sisyphean the labour is.)
You could suggest that LiveJournal spend some of its money on tech support and translation; once you have someone getting paid to keep the translation up to date, perhaps things will go better.
(And if you want to help translate, I'm fairly sure that nearly all translation teams would welcome the help!)
