He keeps up. He has to, and so he does. Sometimes by the skin of his teeth, sometimes with flying colours. Less of the former, as the game progresses.
But it does take time, and energy. Enough that he isn't able to scour the city for Two-Face as efficiently as he'd like. Every life Dent takes while he's solving these riddles and stopping these bombs and closing in on the final location, he considers the Riddler partially responsible for.
(Midtown seems to get the best response times, by far. Most of the time. Sometimes, uptown. Multiple bases?)
He hasn't missed that there are hints to two positions, one set much subtler than the other. But he doesn't have any compulsion to telegraph to his opponent that he's noticed. That as he approaches the location of the 'king' bomb, the computers at the cave (and Alfred) are running through decoding the location of the other player.
It's entirely Harvey's fault for starting up his business when Eddie already had something in the works. You can't honestly expect him to have to be patient just because Harvey decided to shoot his lawyer, huh?

He thinks rope, first, restraints and the red cord that Theseus used to find his way out of the labyrinth. But it doesn't quite fit. He reminds himself of his opponent's penchant for wordplay. A homograph would be just his style.
