A cheap fedora and some sunglasses are the only disguise Harvey bothers with this time, choosing ease of removal over thoroughness. He's going to want to be recognisable, soon enough. (He's even bleached his hair, still short and messy but back to straw-blond.) Still, in a good suit, with the daily paper and some careful angling of his left side toward that convenient wall, he's just another civil servant on his lunch-break or waiting for an appointment, sitting on a bench outside City Hall.

If Bullock is actually investigating Internal Affairs, or even if he just wants a convincing deception, he'll have to come here eventually. All Harvey has to do is wait, feeling the weight of his gun in its holster, the weight of his coin in his pocket, and the racing of his heart.

This is it. Whatever happens, chances are far better than 50-50 that he's not ending this day a free man. Maybe not even as an alive one.
