Where everyone can discuss engineering issues.

[Inara's along for the ride, but she's mostly taking notes and attempting to provide focus to engineering team, since they're like herding cats when they have an exciting idea.]

Well, I don't know about anyone else working in the engineering department -- but I've had some ideas. [Howard spread out his notepads.]

Starting with better energy output from the engines. I think we can shut down Facility One, altogether, and use that power in other endeavors, first of all. What does everyone think?

I believe they're putting a memorial in the biodome of Facility One. I don't think a complete shutdown would go over well. Perhaps just the rooms and lighting for the biodome on a schedule?

Oh, that's right. Well, I suppose we can do that. [Makes notes in his notebook.]

[Komui's eyeing those notes]

You're quite good at organising, aren't you? Do you like paperwork?

I . . . don't know. I've never had much around. It seems that this is what I'm best suited for, considering the experience both you and Howard have.

That's right, it'll help with your education in the finer arts of engineering if you take on the documentation side. I know a smart woman like you will be fantastic and not force anyone into signing everything.

[He's just a little too enthusiastic to palm this off]

Why would you need to sign anything?

[So confused and becoming suspicious.]

There is no reason to sign anything! We're escaping the tyranny of beuracracy!

Of course. There's no need to sign anything.

[OK. This is not where she belonged, but, she was kinda interested now. She's just going to stand there awkwardly, cause... what do?]

It's going to take me a good month to catch up to this place's technology, so I'm not going to be too much use. I'd rather not tamper too deeply with something I don't fully understand.

[Howard looks up at that, surprised, before he cleared his throat a little.] ... that sounds like a smart and well informed decision.

[Which he himself has not followed - At All.]

The instruction manuals are clear enough, but I can't stand being a mere screw turner. I want to know how to take something apart, put it back together and improvise wherever necessary without having to follow any bullet points.

Wouldn't it just be easier to take something apart? Then you can figure out how to put it together from there. [Howard turned towards Komui, gesturing with his pencil.]
