first off. its obvious that bush took an EXTREME deviation when he stopped negotiations for help from the UN (if you can even call it that). yes john kerry voted for the war. so did a great deal of congress. but there are several of them (including your precious republicans congressmen) that has in hindsind said they would have voted against it now
