He seems very very certain of this. Now, you might interpret this as Charles' lighter, more positive nature and/or naivite.
But... is it the voice of experience? Who did Charles kill, and why, (and how old was he) that he it won't help?
How does Erik find out and how does he react?

He will never tell this to Raven:
But there is, once, a man and a thought and a moment of panic one night because he feels it so clearly that he can feel sweat-slicked skin in his grip and Raven’s shape under his body.
Charles is young but seen too much that no one shows and then there is the panic.
An accident in the alley moments later when Raven is still sitting at their table and then whimpers and twitches and a brain that seems to be splintering inside the poor bastard’s (the son of a bitch, the monster, the only ones who can imagine such things know because they’ve felt it already) skull as the man drops like a weight to the damp cement ( ... )

But her later skills do not come from nowhere.
No, they come first from survival, need, dependence on no one but herself- and later, much later, they come from her brother (what he is, what she already wishes she had never let him become) and from his eyes staring wide at her from behind the pile of blankets.
A moment of wariness and then she knows something, sees the glint of raw nerves behind his eyes before he removes her from his sight, closes himself from her utterly ( ... )
