I mean, you've GOT to be kidding me:
Uganda’s ethics and integrity minister sees the uproar surrounding the Bill as a positive sign that Uganda is "providing leadership" to the world.

For some reason Sweden's largest newspaper doesn't seem to have mentioned this (online at least). However, in queer magazine QX I found an article about the link between Bahati's bill and certain American evangelist churches. Doug Coe, leader of the organisation The Fellowship, seems to be at the head of things and their own homepage links the Ugandan bill to a visit this spring of several American evangelists to Uganda. Haven't researched this properly but it's not looking good.
