I'm sure she had the soldiers do it so she could control him and keep him grounded and at her side. Also, it probably negated the hat's spell on him at least.

We went to the Fathom showing, the other night, and saw 1001 little things you'd never notice otherwise. But his wings being clipped was just... baffling. :D
