Chronology/Setting: This fits in the timeline where Starscream is Prince of Vos, Megatron is a gladiator in Kaon, and the Decepticons as we know them are just about coming in to being. The scene is set immediately after
Starscream gets kicked out of the bar (and probably won't make much sense without reading that).

Soundwave watched as the Prince of Vos - sans the trappings by which most of the state's denizens recognised him - saying something caustic to the serving femme, who looked very bored.
As the Seeker stepped past him, the mech inched out and spoke, in his peculiarly distorted voice.
"Starscream." He said, and was instantly faced with the barrel of the Seeker's weapon, reminding him that this was a creature truly built for the purpose of war, alone - something that even Megatron, mighty warrior that he was, couldn't boast, no matter the distant origins of his frame.
A moment passed, and the armaments lowered, revealing the irritated Seeker they belonged to.
"Calling me by name, are we? Clearly you're one of his. What took you so long, and where's your short friend?"
"Rumble; sends apologies; unforeseeably delayed. Soundwave; unable to meet under publically surveyed location due to political circumstance."
Starscream continued to look annoyed, but deigned to join Soundwave in the shadows when the other mech beckoned. A short exchange later, and the telepath convinced the Seeker to say something more useful than "how dare you be late - I've got nothing to say to you."
As it turned out he did have something to say - but probably could have said it a lot more succinctly.
"Well, at least I've found that I'm not the only person with these things in mind," he started, referring to the initial philosophies and observations that made the Decepticon cause so appealing to many of the initial members.
Starscream spoke briefly about the legendary winglords, and how his appointment was intended to take advantage of this.
"...but all they can see are the words, and nothing beyond them. They won't know me until I do this on my own, as more than some puppet. Tell Megatron I'll break away, or else I can't justify the way everyone is looking to me."
A smirk accompanied that last statement, and the talking continued, irrelevantly. A mental brush against the Seeker's mind showed him that the typical maelstrom of over-clocked, disorganised thought typical to the build - which made them extremely difficult to read, he'd discovered, revealing impressions more than anything else - told Soundwave that if Starscream judged his own abilities accurately, he'd prove that any of his people looking to him for salvation were right to do so - and that the much hated 'they' would soon be suffering regrets. Conflictingly, he saw the desire to find healing, acceptance, and a place to belong,* but it was gone a moment later to be replaced by other thoughts.
When the Seeker finally finished speaking, Soundwave nodded.
"Affirmative." be said, and passed the jet another data-pad, before leaving.

When Starscream had gone as well, Skywarp looked across at his trine-mate. Starscream hadn't done so good a job as he thought at losing the duo.
"TC- that's not what I expected to hear." he said, and Thundercracker admitted that maybe there was a small chance there was more to their false leader than met the optic.
Maybe.
"Nothing to lose." He said, obscurely.
