[A Fubuki, you say? Well, Ukulelewara's halfway there, anyway. The plot's just put him back in his normal attire, and expansion of the beach is brilliant in his books, even if this Kaiser he's come across doesn't seem so pleased by it.
Judging by the ice and the sweating and the lack of Catguy, he's going to guess it's not Phone.]

I need it. It's too warm. [He shores up one of the ice walls with a flick of his finger. His own cold aura has shrunk a bit due to the heat. He's going to camp inside of his personalized cold rooms for a week when this is over.]
[Coming by from a failed trip to a clothing store - she's settled for draping a beach towel over the white bikini - Pythia pauses at the sight of the melting ice house. A long shot perhaps, but it can't hurt to ask, so she's coming about to ask the stranger-]
