The Geneva Conventions: to poop on?

If I'm reading it right, it looks like the USA wants to redefine parts of the Geneva Conventions, which was international law last I heard, by passing US legislation. Can we even do that and have it stick

Just part of the ongoing process the Emperor of the American Empire set in motion the day of his ordination to redefine or eliminate any pesky laws, people, or nations that even midly annoy Him. By His decree, any laws that fail to be redefined can be safely ignored. Fortunately the American Senate is a lot quicker to reclaim the power it surrendered than the Roman Senate was.

Pay no attention to the maneuvering lately to try to protect federal government officials from charges of war crimes and crimes against humanity in the near future.
