I...know a few things about not being able to leave the house. And video games. Depending on the personality of your brother, you may either want to take small steps towards getting him outside or give one large shock to his system.

Perhaps if you try distracting him with something more challenging than a video game? Something with a reward at the end would likely appeal to him even more, given the type of addiction it is.
